Amendment bill was a response to the Productivity Commission's Inquiry - Review of the National Access Regime.

Amends s 29O providing additional matters that the NCC may include in its Annual Report

Provides an objects provision into Part IIIA (Access) via a new s 44AA:

Section 44AA
Objects of this Part

"The objects of this Part are to:

(a)  promote the economically efficient operation of, use of and investment in the infrastructure by which services are provided, thereby promoting effective competition in upstream and downstream markets; and

(b)  provide a framework and guiding principles to encourage a consistent approach to access regulation in each industry. "

Provides additional definitions re: access into s 44B

Provides for target time limits for decisions relating to access.
