Repealing the parallel importation restrictions for books: The case for an ‘Author Offset’

Abstract/summary
As a matter of antitrust policy and common sense, the parallel importation restrictions under the Copyright Act 1968 (Cth) with respect to books should be replaced with an ‘Author Offset’ — modelled on the Producer Offset, as it applies to the screen media industry. Such a model provides a tried and true template to overcome the shortcomings of parallel importation restrictions, as well as alleviate the concerns of various stakeholders in the publishing industry; most notably, Australian authors.
